Does a high school student need to file a California state tax return? Why?
If you are earning an income in California then yes you should file for taxes in the state. The fact that you are in high school does not exempt you from filing for taxes.
What forms does a non-resident need to fill to file state returns for California? Also, can an international student file state returns in California online using TurboTax as a non-resident?
What "resident" means for California taxes is different from what it means for federal taxes, which is in turn different from what it means in other contexts. You are generally a "resident" for California tax purposes if you live in California.California full-year residents use Form 540 (or 540 2EZ). California nonresidents and part-year residents use Form 540NR (long form or short form).
Foreigner started a C-Corp in California, with no Profit Distribution/Salary. Does he need to File Personal Tax Return with IRS and State?
Corporations are required to file Federal tax returns even when they have no income, and California requires the filing of a state tax return by corporations organized in the state of California. If you are a nonresident alien, and you are engaged in, or considered to be engaged in, the conduct of a trade of business in the United States, you are required to file a personal US tax return even if you have no income from US sources, see Taxation of Nonresident Aliens on the IRS Web site. If you take any sort of active role in the US-based company, you will be engaged in the conduct of a trade or business in the US.California non-residents are taxed only on income from California sources, if you are a non-resident with no California source income you have no filing requirement. However, California residency law is complicated, and what I want to note here is that California does not follow US law on residency status for aliens. Whenever you are present in California for other than a temporary or transitory purpose, you are considered a resident of California for that period, and all of your worldwide income during that period is subject to CA state tax. California does not define "temporary or transitory purpose", if you are running a California-based business, there is a good chance that your presence in California is going to be interpreted by the FTB as time spent in the state for other than a temporary or transient purpose, and you will be considered to be a California resident during those periods - with all of the income you earn during that period subject to California state tax. You definitely should consult with a California-based tax advisor who is familiar with all of the ramifications of California's residency requirements.
If I received a 1099-INT from out of state for an investment account, do I need to file a tax return for that state?
You are normally required to file a tax return as a nonresident of a state which collects income taxes if you have income from sources in that state. You normally have income from state sources only when:you perform services in the state for which you are compensated, you have income from the sale or rental of property in the state, you are a partner in a partnership  or a shareholder in an S corporation that does business in the state. As a general rule, interest reported on a 1099-INT from out-of-state sources and most forms of investment income would not be taxable in the state of origin. However, income for consulting services performed in another state that is reported on a 1099-MISC would be taxable in the state in which the services were performed. To prevent double taxation, states usually also allow residents a credit for taxes paid to another state on income that is taxed in both states, generally the lesser of the amount due to the other state or the amount that would have been due in the state of residence.
How could the federal government and state governments make it easier to fill out tax returns?
Individuals who don't own businesses spend tens of billions of dollars each year (in fees and time) filing taxes.  Most of this is unnecessary.  The government already has most of the information it asks us to provide.  It knows what are wages are, how much interest we earn, and so on. It should prthe information it has on the right line of an electronic tax return it provides us or our accountant.  Think about VISA. VISA doesn't send you a blank piece of paper each month, and ask you to list all your purchases, add them up and then penalize you if you get the wrong number.  It sends you a statement with everything it knows on it.   We are one of the only countries in the world that makes filing so hard. Many companies send you a tentative tax return, which you can adjust. Others have withholding at the source, so the average citizen doesn't file anything.California adopted a form of the above -- it was called ReadyReturn. 98%+ of those who tried it loved it. But the program was bitterly opposed by Intuit, makers of Turbo Tax. They went so far as to contribute $1 million to a PAC that made an independent expenditure for one candidate running for statewide office. The program was also opposed by Rush Limbaugh and Grover Norquist. The stated reason was that the government would cheat taxpayers. I believe the real reason is that they want tax filing to be painful, since they believe that acts as a constraint on government programs.
I am an international student who will need to file a tax return, would it be convenient for me to also fill a 1098-t form?
You do not complete a 1098T. If you paid qualifying tuition, then your school will send you a 1098-T. That will support your educational tax credits or deduction if you qualify to take them on a US tax return. You might check Am I Eligible to Claim an Education Credit?

Do you need to attach a W2 to a California state tax return?
I know that The W-2 form should be filed in several copies. One of them goes to the employee, the second to the Social Security Administration and the third to the local state tax department. The last three copies stay with the company so that all forms are kept in either paper or digital storage for four years in case of tax audit. The Social Security Administration reviews W-2s to be informed of employee payments.More info: http://bit.ly/2NjjlJi
