As other responders have said, this is because the U.S. Constitution provides for a system of “checks and balances.” Any of the three branches of the federal government (Legislative, Executive, and Judicial) could either temporarily block or even overturn the actions of the others, but there are ways to reverse that. There is a fairly straightforward set of rules. Here is a simplified explanation:Let’s start with someone in Congress deciding that we need a new law, say to ban something, require something, or change an existing law. He or she submits a “bill” to Congress. Suppose that eventually both the Senate and the House of Representatives pass the bill. It gets sent to the President.The President has ten days to either sign the bill (in which case it becomes a law) or “veto” it, in which case it does not become a law. But if he or she vetoes a bill, Congress can “override the veto” by passing it again with a 2/3 vote of both houses, then it becomes a law. So neither the Legislative nor the Executive branches has total power.Usually there is some flexibility in the implementation of the law, so the Executive branch develops detailed regulations. For example, there are laws which say you cannot pollute the air and water, federal regulations specify the allowable emissions of various substances, how these are checked, etc. If Congress does not agree, it can pass a new law that is more specific. Again, there are checks and balances.Suppose someone is charged with a crime, and he argues that there is some ambiguity in the law.
